Working to Get Highway 23 Project Back On Track

SHEBOYGAN COUNTY, WI (WHBL) - It was several weeks ago when the Highway 23 expansion project between Plymouth and Fond du Lac was halted.  This was due to federal judge Lynn Adelman's ruling, holding back federal funds due to questions regarding how the Wisconsin DOT reached its projected traffic models.

Planning Project Manager Natasha Gwidt tells WHBL News the judge wants more information.  "He would like us to show our work on how we came up with some of our traffic forecasts and projections for the area that support the four lane expansion."

Some groups, like 1000 Friends of Wisconsin, say the DOT is overestimating traffic growth and question the need for expanding Highway 23.

Gwidt defends the DOT's methodology, and says other factors, such as safety and the highway’s location, requires an expansion.  "So the traffic is an important part, but it’s not the only decision maker for the criteria."

There is no set date for when Judge Adelman will rule on allowing federal funds for the project based on the past information.
