Child Trafficking Busted in Sheboygan

SHEBOYGAN, WI (WHBL) - An Appleton man who was bringing teenage girls into Sheboygan for prostitution early in 2013 has been charged in Sheboygan County Court following a more than one-year investigation by Sheboygan Police.  28 year old Pao Chang is facing four counts of trafficking a child and human trafficking, which carry a total penalty of 145 years in prison.  Prosecutors said the investigation began in February of last year when police received a report of runaway juveniles involved in prostitution in the 1500 block of Michigan Avenue.  Police were able to identify the females, who ranged in age from 13 to 21.  The girls told investigators that Chang would allegedly arrange encounters with men and collect the money.  In return, they would be guaranteed a roof over their heads.  The activities occurred in several locations throughout the city of Sheboygan, including an upstairs apartment on North 10th Street, a residence on Weeden Creek Road, a residence in the 1500 block of Michigan Avenue, and a hotel on Wilgus Avenue.  Chang appeared in court yesterday and is back in the Sheboygan County Jail, awaiting his next court appearance.
