SHEBOYGAN, Wis. (WHBL) - So far, the city of Sheboygan and areas along the lake are being spared from the first major snow storm of the year.  Sheboygan Director of Public Works Dave Biebel says garbage collection is being done as scheduled today.  So far there is no snow emergency, but Biebel says they are out and monitoring the situation.  He says right now they have the salters on the road.  Meanwhile, further west, there was a lot more snow.  Sheboygan County Highway Commissioner Greg Schnell says the Elkhart Lake area had five inches on the ground by 5:30 Thursday morning.  He said the Highway Department began at  3am with 42 trucks on the road.  He said they expect winds to pick up and more snow Thursday afternoon and they will stay at it throughout the day.  The Sheboygan County Sheriff’s Department reports one trouble spot shortly before 7am was Highway 23 between Kohler and Plymouth.  There was a report of 5 vehicles in the ditch along that stretch.  Deputies were also on the scene of an injury accident at Highway 23 and County OJ shortly after 7 o'clock.  Lt. Mark Rupnik said that as of 8am, the number of reports of vehicles in the ditch during the early morning hours totaled about 16.
