Council Rejects Public Intoxication Ordinance

SHEBOYGAN, WI (WHBL) - The Sheboygan City Council Monday night voted down a proposed ordinance against public intoxication.  The ordinance would have allowed police to arrest anyone who was drunk in a public place and creating a nuisance.  Police Chief Chris Domagalski said it was an effort to control crime and disorderly conduct primarily around the city taverns.  He said there is a very small group of people engaged in that type of conduct and that's who the ordinance was aimed at.  Anyone cited would be given a warning and have 90 days to attend an alcohol education program.  If they did there would be no citiation.  If not, they would be fined $150.  Alderman Dave Van Akkeren led the opposition, saying the ordinance focuses on behavior that is already covered under existing law.  He called the ordinance "redundant."  The ordinance was also opposed by several tavern operators who spoke up during public input.  Aldermen then voted 8 to 7 against the ordiance.
