SHEBOYGAN, WI (WHBL) - The Sheboygan City Council Monday night rejected an effort to have a four-way stop installed at North 14th and Michigan Avenue.  Alderman Scott Lewendoske had made the request, citing the number of accidents that have occurred there - including one last Friday.  He said there have been 10 accidents at that intersection since April.  But Dave Biebel, Director of Public Works, said there’s a reason for that.  He said detours and road construction have resulted in increased traffic and congestion in that area. He said any changes would have to involve the state, since 14th Street is a state highway.  He said the state would require a traffic study, but at a time when traffic was back to normal.
