Fled Jail, then Attempted to Flee Officers

SHEBOYGAN, WI (WHBL) - Sheboygan Police officers knew what they needed to look for as they patrolled the area of the 1000 block of Clara Avenue earlier this month.  The department had gotten word that Pang Herr, who had left the Sheboygan County Detention Center in January and had not returned, was known to spend time in this area of the city.

What reportedly happened February 11 in that area led to Herr’s arrest, and led Sheboygan County prosecutors to charge him this week with five offenses.  They include escape, possessing with intent to deliver methamphetamine, possessing drug paraphernalia, obstructing an officer, and resisting an officer.

The criminal complaint states Herr was found missing from the detention center on January 12.  Records indicated Herr was allowed to leave for a work search, but he never returned.  Herr was spending time at the center after he was sentenced for his role in a burglary of a Sheboygan home  in October.

The big break came on February 11, as an officer noticed at one point that a vehicle had parked in front of a residence on Clara Avenue.  The officer noticed someone was trying to stay hidden in the vehicle.

That prompted two officers to approach the vehicle.  As they came closer, a male - recognized as Herr - exited the vehicle and tried to flee the area.

An officer was forced to use a taser on Herr to take him down after the officer reportedly noticed Herr trying to reach for something in his waistband or pocket area.  Once on the ground, officers had difficulties trying to get Herr handcuffed as he allegedly tried to resist.  Once in custody, Herr was taken to Sheboygan Memorial Medical Center after claiming he was in pain.  Once there, he is accused of telling medical staff that he had taken marijuana, methamphetamine, and Adderall within the past 24 hours.

As police searched the area where Herr fled, one officer noticed that a bong was on the ground.  Herr admitted to trying to get rid of it.  Also found was a Ziploc sandwich bag that contained over 26 grams of methamphetamine.  

Herr now faces over 30 years in prison for his new charges.
