Aldermen Vote to Change Nothing

SHEBOYGAN, WI (WHBL) - An attempt to require a two-thirds vote of the city council to institute new fees or increase existing ones never came to a vote Monday night, but the council then voted to maintain the status quo.  Alderman Scott Versey had proposed the change in an effort to make the city’s fee structure more transparent.  But Alderperson Mary Lynne Donahue called it undemocratic, saying that five people could block a city budget supported by 10 other aldermen if that budget contained fee increases.  Finance Chairman Don Hammond said proposed fee increases are already discussed at the committee level and on the council floor.  He said there is already adequate transparency.  Versey then amended the resolution to require just a simple majority to raise fees, which is the rule now, and the resolution was adopted.
