Plea Deal Reached

SHEBOYGAN, WI (WHBL) - The trial for an Appleton man charged for human trafficking in Sheboygan has been averted.  29 year old Pao Chang reached a plea deal Monday, one day prior to a four day jury trial scheduled to begin.

Chang pleaded no contest to one count each of human trafficking and trafficking of a child, which Judge L. Edward Stengel found him guilty.  Two other counts of trafficking a child were dismissed.

Prosecutors say Chang brought teenage girls to Sheboygan and arranged for them to have sex with men at various locations in the city.  The victims say they were ordered to give Chang the money they collected, in exchange for having a place to live.

Sheboygan Police arrested Chang in 2013 following an investigation that lasted over a year.

A sentencing hearing is scheduled for July 15.
