SHEBOYGAN, WI (WHBL) - Sheboygan County is waiting for official word before they will start issuing marriage licenses to same sex couples.  Some counties in the state have begun issuing licenses after the U.S. Supreme Court decided not to take up an appeal on Wisconsin’s constitutional ban on gay marriages.  County Clerk Jon Dolson said they are working with Corporate Counsel to ensure the stay that stopped the issuing of licenses has officially lifted.  Once they get that word, then they will start issuing licenses.  As of mid afternoon Monday, Dolson said no one has asked their office for a same sex marriage license.

SHEBOYGAN, WI (WHBL) - Residents in the city of Sheboygan will be paying the $5 monthly garbage fee for the next two years.  The city council voted 11 to 4 Monday night to extend the fee, which was set to expire at the end of this year.  Alderman Dave Van Akkeren led the effort to get rid of the fee.  He said the city has had budget surpluses totaling nearly 7-million dollars over the past three years.  He said, "Now we're standing here asking them to pay an extra five dollars for our garbage fee and extend that fee."  Van Akkeren said it's the council's job to settle the budget problems without asking for more money.  Alderperson Mary Lynne Donohue disagreed, saying the city has held the line on spending and that the reserve funds are needed to hold the city’s bond rating and do other things in the city.  She warned that without the $900,000 that the fee generates, the city will be faced with cutting police officers, firefighters, library services and more.  Finance Chair Don Hammond said the council has worked for several years to build its surplus funds, which have helped build the reserve fund, helped with road improvements, and provided $750,000 for economic development in the downtown.  The original resolution had called for the fee to be extended for 4 years, but aldermen agreed to an amendment to cut that to two years, then approved the extension.  Aldermen voting "no" were Van Akkeren, Bohren, Kath and Matichek.  Meanwhile, the council also held a public hearing on the 2015 city budget, but no one came.  Chief Administrative Officer Jim Amodeo said the budget has been balanced with the garbage fee revenue without increasing the city portion of the property tax in 2015.  No one spoke up during the public hearing.  The budget will come back to the council for final action when aldermen meet in two weeks.

SHEBOYGAN, WI (WHBL) - UW-Sheboygan continued its 50th anniversary celebration Thursday by breaking ground for its newest campus addition.  Dean Jackie Joseph-Silverstein said the 7,200 square foot Plastics Engineering Company Center for Engineering Studies will bring a high demand degree program to Sheboygan County.  The structure will allow students taking classes for pre-engineering and for UW-Plattville's mechanical and electrical engineering bachelor degrees to work with modern state of the art equipment and lab spaces.

County Administrator Adam Payne said the new addition is an example to other UW two-year campuses on how to connect higher education with local governments and the private business sector.  He claims the campus is one of the best, if not these best, in the state thanks to the efforts of the local UW staff, the county board, and private business and foundations working together.

Frank Brotz, representing one of the main donors for the project, said the addition will fill a vital need the local area, and provide a place for students to come up with ideas that will help the nation continue to be the envy of the world with its engineering feats.

Following the ground breaking, the college offered other activities in honor of its anniversary that included a roundtable discussion, refreshments, live music, and campus tours.

SHEBOYGAN, WI (WHBL) - The Director of the Transportation Development Association is leading the effort to make certain voters are aware of the referendum on the November ballot on using the state’s transportation fund for other purposes.

Craig Thompson, on Sheboygan’s Morning News Monday morning, said if approved, the legislature will be mandated to amend the constitution to keep lawmakers from raiding the transportation fund.  Thompson said voters in Sheboygan County already weighed-in in 2010, with about 70 percent of voters saying they would support the amendment.  Recent polling they have conducted favors a majority of state residents favor the referendum.

Thompson said amendment is needed for the state to plan and fund for road repair and construction.  He does realize that more funding is needed to sustain state roads, but it would be best first to ensure the money currently going into these funds are used for that purpose.

Thompson said between 2003 and 2011, Wisconsin shifted 1.4-billion dollars from the transportation fund to the general fund.
