SHEBOYGAN, WI (WHBL) - A Sheboygan man faces a theft charge for stealing items while working at Gander Mountain.  According to the criminal complaint, the store manager told the Sheboygan County Sheriff’s Department that 30 year old Ryan Puls had taken over $5,200 of merchandise since October of last year.

When authorities talked to Puls he did admit to the crime, saying he would place the items either in a store bag or on a front counter and then leave the store with the items when his shift ended.  When asked why he did it, he said he wanted to go fishing with friends with the items he stole.  He also sold some of the items on Craigslist so that he could support his wife and three kids.

He now faces up to six years in prison if found guilty.

PLYMOUTH, WI (WHBL) - The Plymouth Senior Center won’t be able to serve alcohol.  The City Council Wednesday night failed to override the mayoral veto of an earlier council action, which granted a liquor license for the Senior Center.  Mayor Donald Pohlman said the vote was 4 to 4, two votes short of the 6 to 2 voted needed to override.  The Plymouth Inter-Generational Coalition wanted to serve alcohol at weddings and reunions to bring in revenue.  The facility is open to people of all ages - not just seniors.  It has an adult community center, a day care facility and kindergarten classrooms.

SHEBOYGAN, WI (WHBL) - Over the past few weeks, the Sheboygan Police Department has conducted three courtesy checks on vehicles parked in public areas to see if they are susceptible to having items stolen from them.  Sgt. Kurt Zempel said so far the number of vehicles passing is around 60 percent, meaning the remaining 40 percent have unlocked doors, open windows, or valuable items in plain sight inside the vehicle.

Zempel says the checks targeted areas where there have been a number of thefts from vehicle incidents, and they will find out over the next several weeks if they made a difference.  They will be checking these three areas again to see if the passing rate is higher.

SHEBOYGAN, WI (WHBL) - Sheboygan County Clerk Jon Dolson says he takes full responsibility for the late election results on Tuesday and he’s working to get things straightened out by the November election.  Dolson told WHBL News he’s probably – as he put it – “The most hacked off person in the county."  Final vote totals in Sheboygan County weren’t available until about 1:30 on Wednesday morning.  Dolson admitted “It’s totally my fault."  He said he will be contacting several other counties in an effort to come up with a faster system of posting election results.  Dolson said accuracy is most important, but he is aware of the public’s demands for quick information on cell phones, tablets and computers.  Meanwhile, Dolson said more than 200 absentee ballots are being counted by municipal clerks and those totals will be available on Tuesday during the canvass of the vote.  In the meantime, Senator Joe Leibham - who apparently lost the 6th District Congressional primary by 215 votes - has said he will wait until all numbers are final before deciding on requesting a recount.

SHEBOYGAN, WI (WHBL) - A Sheboygan man faces a felony robbery charge for allegedly attacking a person and stealing money from him last month.

According to the criminal complaint, 24 year old Curtis Britton was one of several men to attack a 42 year old man on Eisner Court just after midnight on July 12th.  The victim said he was heading to his girlfriend’s apartment after drinking at a bar when her children refused to let him in.  He was then assaulted by two black males, and had several hundred dollars taken from his wallet.

Sheboygan Police talked to Britton about the incident this week.  He said he only touched the victim once and that it was a person he was with who did most of the attacking and stealing of cash.  Britton faces up to 17 years in prison if found guilty of the charge.

Citizen Action of Wisconsin: not expanding BadgerCare cost Sheboygan County over $10 million

SHEBOYGAN, WI (WHBL) - New numbers regarding the decision not to expand BadgerCare under the Affordable Care Act may have prevented over ten million dollars from the federal government to enter Sheboygan County to cover health care costs such as doctor’s visits and hospital stays.

Kevin Kane with Citizen Action of Wisconsin says this is based on the estimated 1,575 people in the county who cannot get health insurance under BadgerCare after Governor Scott Walker and Republican legislators decided not to accept federal dollars to expand it.  Instead, they came up with a plan that ended BadgerCare coverage for those who were above the poverty line, making room for those who were under the poverty line to receive it.

Statewide, the number of people impacted is estimated at 87-thousand, which in turn cost the state $561 million from Washington.  Kane said some of these people have found health coverage elsewhere, but for many others they have not and most likely have no health coverage at all.

Governor Walker has said his reason for not expanding BadgerCare under the Affordable Care Act was due to the fear of losing federal funding for this in the future and having the state government cover those costs.

SHEBOYGAN COUNTY, WI (WHBL) - The Sheboygan County Sheriff’s Department is warning pickup truck owners to watch out for the theft of their vehicle’s catalytic converter.

Lt. Mark Rupnik said the department has received a number of complaints over the past two months of trucks parked in dimly lit areas during hours of darkness having this item stolen.  Incidents have taken place from the south county line northward.  The most recent happened in the Howards Grove area and the Town of Sheboygan.

Rupnik said catalytic converter thefts are a statewide problem, due to the precious metals inside them, and trucks are targeted due to their higher ground clearance.

So far the department has no leads, and asks anyone with information about these thefts to contact their local law enforcement agency.

SHEBOYGAN, WI (WHBL) - A Manitowoc County man who made a bungee jump from a crane at the Acuity construction site in the city of Sheboygan is now facing a misdemeanor charge and may end up paying more than three thousand dollars in damages.  26 year old Nicholas Propson, of Maribel, was charged Monday in Sheboygan County Court with entry onto a construction site, which carries a penalty of 9 months in jail and up to a ten thousand dollar fine.  According to the criminal complaint, Propson climbed the chain-link fence and made the jump on July 4th and then posted the video on You Tube.  Officials at Acuity were alerted to the video and contacted police, who tracked down Propson.  He admitted to making the jump, but refused to identify the people who filmed it.  Authorities said that due to the unauthorized access to the cranes, they had to be recertified and that process cost the company over three thousand dollars in down time.

PLYMOUTH, WI (WHBL) - A severe thunderstorm rolled through the Plymouth area shortly after 8 o’clock Monday night, bringing high winds and heavy rain.  Scanner reports indicated that the western part of the county may have been hit the hardest with reports of a tree down on wires and the pole down, blocking traffic on Grove Street in Plymouth and another tree down on Western Avenue in Plymouth.  There were also reports in Plymouth of the rains resulting in manhole covers being blown off.  Scanner reports indicated that the heavy rain hampered response to an accident on Highway 23 west of Greenbush due to near zero visibility at the time. The Sheriff's Department said a 25 year old Fond du Lac woman escaped injury after her car left Highway 23 near County U west of Greenbush and traveled down an 8 foot embankment.  The accident occurred shortly after 8 p.m. during the peak of the severe storm.  The Sheriff’s Department said Mariajuana Durandepineda’s car hydroplaned, causing her to lose control.  She was out of the car by the time first responders arrived on the scene and wasn’t injured.

SHEBOYGAN, WI (WHBL) - The Sheboygan City Council refused Monday night to extend the lease for the Little Red Schoolhouse on Huron Avenue.  Rev. Jerry Link of the River of Life Outreach Ministries had held the lease for a dollar a year for the past four years in an effort to develop it into a community center.  Link appeared before the council last night and said they have been making progress and have obtained substantial community support, but have not been able to secure the financing they need.  He requested for more time by moving the matter to committee.  But the council voted 9 to 3 to terminate the lease.  Mayor Mike Vandersteen said the council decided that a new approach for the building is needed.  One option not being consider is demolition due to the historic value of it.

SHEBOYGAN, WI (WHBL) - We can do better.  That is what Sheboygan County Administrator Adam Payne told supervisors Tuesday night regarding the timely reporting of election results.

The past few elections have seen the county being one of the last in the state to report full results, including last week’s primary when a computer problem prevented full results from being public until after 1:30 a.m. Wednesday.

Payne said he is confident the solution will come from within, and he is in the process of creating an ad-hoc committee of county leaders, IT specialists, and past and present clerks to review the current reporting system and suggest new ideas.

Canvass Nearly Complete - Grothman Confident

SHEBOYGAN, WI (WHBL) - We'll get the final results Wednesday from last week's U-S House primary in east central Wisconsin.  All but one of the eleven counties in the Sixth Congressional District completed their ballot canvasses on Tuesday.  It appears that second-place finisher Joe Leibham won't gain nearly enough votes to overcome the 214-vote margin in which he trailed Glenn Grothman after the unofficial Election Night tally.  Both are Republican state senators who seek the G-O-P bid for the House seat given up by 36-year Republican incumbent Tom Petri.  Sheboygan County expects to wrap up its canvass this morning, when it reviews its tally and reports the results to the state.   If Leibham seeks a recount, he could still get it for free, since his losing margin will appear to be within one-half of one percent. Meanwhile, Grothman weighed-in Wednesday saying he is confident and eager to get on with the campaign.
