Next phase of Highway 23/County Y ramp work to begin next week

KOHLER, WI (WHBL) - Phase two of the Highway 23/County Y ramp work project is scheduled to begin next week.  The Wisconsin DOT says the ramps from County Y to Highway 23 will close June 18.  They are expected to remain closed for about two months as crews replace the ramps’ concrete pavement.  At the same time phase one of the project, which is similar work to the ramps that connect 23 to County Y, will be completed and opened to traffic.

Also part of the project, traffic on County Y on the overpass will be shifted from the east lanes to the west lanes as crews continue to do maintenance work on it.  The DOT also reminds drivers that additional projects are taking place on Y north and south of the overpass by local governments.

 


Adell man sentenced for having sex with minor

SHEBOYGAN, WI (WHBL) - An Adell man has been sentenced to prison for having sex with a 14 year old girl.

55 year old Lyle Wagar was charged last December after the victim told a social worker that Wagar had been molesting her for the past four years.  Wagar later admitted to having sexual contact and sexual relations with the girl on numerous occasions in his home and at a location in Marinette County.

Wagar appeared recently before Judge Timothy Van Akkeren who sentenced him to 8 years in prison to be followed by 10 years on extended supervision.

 

Sheboygan County ready to purchase Amsterdam Dunes

TOWN OF HOLLAND, WI (WHBL) - Sheboygan County is poise to purchase land along Lake Michigan to establish a wetland mitigation bank and preservation area.

County Administrator Adam Payne said the Amsterdam Dunes east of Cedar Grove has been looked at for purchase since 2005.  About five years ago a chance to buy was available, but the cost of $9 million was too high.

About six months ago, sellers for the property approach the county saying they were willing to lower the cost. It was announced Tuesday that a deal was reached to purchase the 333 acre land for $4.2 million.  Payne believes the use of state funds, grants, and the revenues from wetland mitigation will pay for the purchase over time.

Payne said the land will not only preserve one of the few undeveloped beach areas in southeast Wisconsin, but also give major employers a chance to pursue future projects impacted by wetlands elsewhere.  When companies want to expand but need to eliminate wetland, they must follow a state statute that requires them to either create new wetland elsewhere or purchase a credit for existing wetland elsewhere, which the Amsterdam Dunes could provide.

A resolution for the purchase will be introduced to the county board next week.  A final vote could come at the board's July meeting.

Campaign: Liebham Calls for Repeal of Obamacare

SHEBOYGAN, WI (WHBL) - State Senator Joe Leibham is calling for the repeal and replacement of Obamacare.  The Sheboygan Republican, who is seeking the 6th District congressional seat, is citing a consumer alert from the State Office of the Commissioner of Insurance warning of new problems with Obamacare.  Leibham said the program continues to prove itself as unworkable and expensive.  Leibham said Obamacare has been incorrectly verifying incomes, which may lead to a more expensive tax season next year and cost taxpayers even more in subsidies.  Leibham says, if elected, he will make repealing and replacing Obamacare a top priority.

Sheboygan man charged for having child porn pictures

SHEBOYGAN, WI (WHBL) - A Sheboygan man faces eight charges of possessing child pornography.

Sheboygan Police were informed in April by the Wisconsin Internet Crimes Against Children Task Force of underage pornographic pictures being downloaded to a computer on the 900 block of Z Court.  When authorities searched a computer owned by 31 year old Kevin McCabe, they found the pictures of girls ages 4 to 12 taking part in sexual acts. When asked about the pictures, McCabe said he got them from a website that claimed all the people in the pictures were at least 18 years old.

He now faces up to 25 years in prison for each charge.

 

Plymouth FFA member wins state award

PLYMOUTH, WI (WHLB) - Four Wisconsin FFA members, including one from Plymouth, have received the state's highest awards for their achievements during their annual convention in Madison.  Andrew Helmer of the Plymouth FFA was named Wisconsin's Star in Agricultural Placement.  Ohter award winners include Steven Salzmann of the Marshfield FFA chapter receiving the Star Farmer award, the Star in Agri-business award went to Rachel Leege of Sauk-Prairie, and Jared Holwerda of the Randolph/Cambria-Friesland FFA was given the Star in Agri-science award.  Other members and chapters also received numerous awards during the ceremony, and delegates chose ten new state officers.  A new state president will be named today, along with the award for the state's top FFA chapter.

 

Sheboygan Police officers disciplined for off duty drunk driving incident

SHEBOYGAN, WI (WHBL) - Two Sheboygan Police officers have been disciplined for their involvement in an off-duty drunk driving accident last December.  Chief Chris Domagalski said an internal investigation of the actions of 35 year old Stephen Schnabel and 25 year old Ryan Walloch concluded recently, leading to a 30 day suspension without pay for Schnabel, and a 15 day suspension without pay for Walloch.

The two were drivers of personal vehicles that rear ended each other at the intersection of North Taylor Drive and Superior Avenue.  Chief Domagalski said discipline was necessary since the incident damaged the department’s trust with the community.

The incident was also finalized last month in Sheboygan’s Municipal Court, but word of the case’s result was not available.

Sheboygan Lottery Winner Comes Forward

SHEBOYGAN, WI (WHBL) - A Sheboygan man has claimed his one-million dollar Powerball prize.  State Lottery officials announced Thursday that Joe Powers traveled to the lottery’s Madison headquarters on Wednesday and produced the winning ticket from the May 31st drawing, and left with a lump sum payment of $673,500.  Powers bought the winning ticket at the Q Mart in Kohler.  Officials said he declined to hold a news conference or take part in a check presentation event.


Acuity Continues to Grow

SHEBOYGAN, WI (WHBL) - The workforce at Acuity in Sheboygan continues to grow.  The company announced that their staff has gone over the one-thousand mark for the first time in the company’s 90-year history.  In the past year Acuity has added more than 100 new employees.  Officials said due to continued expansion, the company has been able to provide jobs for more and more people across its 22-state operating territory.  Work is currently underway in the city of Sheboygan on a 130-million dollar expansion of the company’s corporate headquarters.

Traffic calming devices being installed in Sheboygan

SHEBOYGAN, WI (WHBL) - Work on installing traffic calming devices is being done on select roads and sidewalks around school buildings in Sheboygan.  Emily Vetting of NoMo Sheboygan County said it’s all to improve safety for walker by forcing drivers to slow down as they approach them.

Devices include:

-refuge islands: a place where pedestrians can wait safely after crossing half of a street

-speed tables: a type of speed bump that only raises a foot

-traffic circles: similar to a roundabout but on a smaller scale

-crosswalk lighting: where the crosswalk lanes will light up when activated by a walker

-solar powered stop and radar signs.

Vetting said many of these items have not been used in Sheboygan before, but they have been successfully elsewhere in the state and country.

Three charged for using crowbar in fight at Vollrath Park

SHEBOYGAN, WI (WHBL) - Three 18 year old Sheboygan males face charges for injuring two people during a fight this week that included a crowbar.

Sheboygan Police were called to Memorial Hospital Tuesday after two 17 year old males came in with injuries following an incident at Vollrath Park.  One required two staples to close a head wound, while the other needed eight stitches to close their head wound.  The injured males said they and one other were at the park when Enid Luma, Meriton Luma, and Xheni Corbaxhi approach them and wanted to fight them.  Eventually, Enid removed a crowbar from his pants and used it against the two while the other two contributed with punches and kicks before fleeing.

Enid now faces two substantial battery charges, while Meriton and Corbaxhi face disorderly conduct misdemeanors.

Update: Barn Burns Near Cedar Grove

CEDAR GROVE, WI (WHBL) - Fire of undetermined origin Sunday destroyed a barn and some cattle near Cedar Grove.  Cedar Grove Fire Chief Greg Navis said a passerby spotted the fire shortly after one o’clock in the barn on the Jim Teunissen farm at County RR and Palmer Road. Cedar Grove firefighters responded and then received assistance from 9 other volunteer departments.  Navis said the barn was destroyed along with an undetermined number of cattle.  He said the cause remains under investigation.  Firefighters were on the scene until about 7:30 last night.

Acuity Flag to be Officially Dedicated

SHEBOYGAN, WI (WHBL) - The Sheboygan area’s newest landmark will be officially dedicated Monday morning.  They’re calling it the World’s Tallest Symbol of Freedom and Veteran’s Memorial.  The 400-foot high Acuity flag on South Taylor Drive will be dedicated during a ceremony which begins at 11 o’clock.  That 120 by 60 foot flag was raised last month.  There is a Veterans Memorial at the base of the flagpole bearing the names of every Sheboygan County Veteran killed in the line of duty.  Officials said Governor Scott Walker has been invited to attend and former American Idol finalist Danny Gokey will sing the national anthem.  They said the public is invited and welcome to bring lawn chairs.  The ceremony will be carried live on WSCS TV.

Fair Warning About Fireworks

SHEBOYGAN, WI (WHBL) - Don’t say you haven’t been warned.  The Sheboygan Police Department recently announced they will be strictly enforcing the city’s fireworks ordinance.  Lt. Bill Adams says fireworks create a risk of fire and of injuries to others - so, in order to make sure everyone has a safe and peaceful summer, police will be strictly enforcing the city's fireworks ordinance.  Adams says fireworks means anything manufactured or packaged for exploding, emitting sparks or combustion which does not have another common use.  He also says people have to remember that just because they have purchased fireworks elsewhere in the state where they may be legal, you still can't own them or discharge them in the city of Sheboygan.  Adams said it's more than a safety issue.  He said people set off firecrackers or fireworks at all hours of the night and police get numerous complaints related to the noise.  If you get busted, it will cost $250 per violation, and parents and guardians are also liable for minors who get caught..

Acuity Flag is Officially Dedicated

SHEBOYGAN, WI (WHBL) - With skydivers circling around, the huge Acuity Flag was raised and dedicated during an hour-long ceremony Monday morning.  Governor Scott Walker was the keynote speaker saying it will be a lasting monument for all who have served.  Walker also  proclaimed today Acuity Flag Day in Wisconsin.  The governor presented a plaque with the proclamation to Acuity CEO Ben Salzman.  Abou two dozen Acuity employees who are veterans carried in the flag on their shoulders.  It was then attached and raised to the top of the flagpole with skydivers circling about.  The new flagpole stands 400 feet.  There are two versions of the 60 by 120 foot flag.  One which is flown during normal conditions weighs 220 pounds.  The other which flies during harsher weather weighs 350 pounds.  (Listen above for the governors entire remarks)


Arrest made in Kiwanis Park shooting incident

SHEBOYGAN, WI (WHBL) - A Milwaukee man has been taken into custody for firing a gun at Kiwanis Park last month.  Captain Jim Veeser said the 22 year old was arrested Monday without incident at his Milwaukee residence.

The May 31st incident occurred around the basketball courts at the park that evening without injuries.  Veeser said they had been working closely with the Milwaukee Police Department to locate the suspect.

The suspect was arrested for reckless endangerment, and is in the Sheboygan County Detention Center awaiting formal charges.

 

Major 4th of July Sponsors Increase Contributions

SHEBOYGAN, WI (WHBL) - Festival Foods has become a major sponsor of the Fourth of July fireworks display in the city of Sheboygan.  The city council Monday night voted to accept Festival’s donation of $40,000 per year over the next three years.  Director of Planning and Development Chad Pelishek told the aldermen that the city will be receiving about $100,000 per year from the various contributors including Johnsonville Foods and Community Bank and Trust which have also upped their contributions this year.  He said the entire Fourth of July celebration that the city puts on is not funded by city tax dollars.  It is funded through the sponsorships and room tax revenue.

UNDATED (WHBL) - At least a couple of tornadoes apparently touched down in southern Wisconsin late Monday night.  If confirmed, they would be the first in Wisconsin this year.  Authorities in Lafayette County said a possible twister caused barn damage, tossed cars, and twisted trees southwest of Mineral Point.  That was about 11:30 p-m, when large trees and numerous power lines were reported to be down in the city of Mineral Point.  Just after midnight, the Weather Service reported a tornado in Green County with trees twisted and down near Blanchardville and part of a roof torn off west of New Glarus.  Tornado damage was also reported in Dane County, where a roof was torn off a house south of Shorewood Hills in the Madison area -- and blown-out windows were among the damage at Verona.  To the east, high winds took down trees and power lines near West Bend around two o'clock this morning.  In northwest Wisconsin, a flash flood hit Maynard in Chippewa County Monday afternoon, with up to three-feet of water over a town road.  Winds gusted to 51-miles-an-hour near Cumberland in Barron County.  The statewide forecast has a chance for more thunderstorms today, with highs in the 80's in most places.

Milwaukee man charged for firing shots at Sheboygan's Kiwanis Park

SHEBOYGAN, WI (WHBL) - A Milwaukee man has been charged with reckless endangering safety for firing a gun at Sheboygan’s Kiwanis Park last month.  22 year old John Yang faces the charge for allegedly firing two shots at the basketball courts the evening of May 31.

According to the criminal complaint, Yang and a group of other members of the Asian Crips gang arrived at the park to confront those who they thought were members of the Sheboygan Boy Gangster Gang.  A fight ensued, leading to Yang firing a .45 caliber handgun twice.  No one was hit by the bullets, and Yang fled the scene shortly afterwards.

Yang was arrested Monday, and now faces 12 and a half years in prison if found guilty.

 

Sheboygan County purchases property to help Building Services

SHEBOYGAN, WI (WHBL) - Sheboygan County has purchased a new property to help the Building Services department deal with storage issues.  Supervisors voted 23 to 2 Tuesday evening in favor of spending $155,000 for the property at 615a Center Avenue.

Department Director Jim TeBeest said the property will provide them and other departments around the Courthouse more space, given that they have taken up space in a Courthouse parking lot and Sheriff's Department garage to store trucks.  It also will provide better safety for motorists and pedestrians in the area.

Some supervisors did question how the transaction was handled, including why they will be paying off the property in equal payments over four years.  TeBeest said the owner of the property wanted it this way for tax purposes.
