MADISON, Wis. (WHBL) - Bart Starr collapsed during a speech this morning in Madison. He was delivering a 45 minute keynote speech at an economic development conference at Monona Terrace in Madison. The 78 year old was reportedly speaking well before the collapse, and was up and walking around and talking coherently following the collapse.
