MADISON, WI (WHBL) - After working through the night with negotiations and final details, the Joint Finance Committee passed the state's next biannual budget on a 12 to 4 vote. The budget now goes to the full Assembly for its approval and amendments.
One member who voted for the package is Senator Glenn Grothman of West Bend. When speaking over the phone on Sheboygan’s Morning News this morning, he said the good things are the four-percent income tax cut, propety taxes will only grow less than one-percent over the next two budget years, and there is a tuition freeze on the UW system schools.
He said he is also satisfied with the tax cut, which will be around 650 million dollars, more than double what Governor Walker had first proposed. He responded to Democratic concerns that the wealthy benefit the most from this cut by saying the cut will help those who make the money, while the poorest residents of the state do not pay income taxes at all.

State Senator Joe Leibham of Sheboygan, also a member of the Joint Finance Committee, says the state budget proposal approved early this morning will provide substantial tax relief while appropriately funding key services like education, health care, and transportation.
