SHEBOYGAN, WI (WHBL) - The city of Sheboygan has a new and tougher ordinance regulating donation drop-off boxes.  The city council held a public hearing on the ordinance Monday night and then unanimously approved it.  Renee Bowerman, Project Manager for Goodwill, said the ordinance is needed.  She said on her way to the meeting she saw two boxes next to each other with piles of goods around them.  She the goods were being ruined by being left out in the elements when they could have gone to someone in need. The new ordinance spells out where the boxes can be located and indicates that the boxes must be regularly emptied and, if allowed to overflow, the property will be removed by the city at the owner’s expense.  The ordinance also requires all boxes to be maintained in good condition with no structural damage, rust or graffiti.
